County Assembly Service Board
The County Assembly Service Board (CASB) is a body Corporate with perpetual succession and a common seal established under section 12 of the County Government Act of 2012. It is an institution of exemplary administrative and technical competence.
The County Assembly Service Board consists of the Speaker of the County Assembly as the Chairperson, vice chair elected by the Board and two members of the County Assembly nominated and appointed by the political parties presented according to the proportion of members in the County Assembly, one man and a woman appointed by the County Assembly from amongst persons who are experienced in public affairs but serve on a part time basis. The County Assembly Clerk Serves as the Secretary.
Functions of the County Assembly Service Board
- Appointing and Supervising office holders
- Preparing and Supervising Annual Estimates of Expenditure of County Assembly and submitting them to County Assembly for Approval.
- Initiating Programs for Training and Capacity building or Members of staff.
- Developing Policies and Strategies relating to the Development of Service.
- Determining and Reviewing the terms and conditions of Service of Office Holders.
- Acquire, Hold, Charge and Dispose of movable and immovable properties.
- Sue and be Sued.
- Establish a Pension Scheme for Officer of the Service and from time to time determine the rates of contribution to the Scheme.

Ag. CPA GABRIEL ESONGA ERAMBO
Gabriel ESONGA ERAMBO is the acting Clerk to the County Assembly of Busia. Before his elevation to his current position, he was the Director of Finance and Accounts in the Assembly. Mr. Erambo is an astute and transformative leader with extensive experience in both civic and social organization. He is highly skilled in management, financial analysis, customer service and team leadership. He holds a Masters degree in Finance and Accounting from the Mount Kenya University and a Bachelor’s Degree in Business Management, Accounting Option from Masinde Muliro University of Science and Technology. Mr. Erambo is also a CPA- K holder and in good standing. Throughout his career, he has demonstrated expertise in leadership and has been a force of stability and growth in the County Assembly of Busia. A leader who leads by example, supports open communication amongst staff, sets challenging yet attainable expectations and is one who builds confidence and open-mindedness among staff within the organization.
