As history will put it, all parliamentary assemblies world over are governed by Orders. These orders in a parliamentary set up are referred to as Standing Orders in Democratic Assemblies or Parliaments.
The Standing Orders are rules of procedure of the County Assembly developed by the Assembly Members to guide the operations and Business of the Assembly.
The Busia County Assembly has made a great milestone in terms of its legislative procedures.
Initially the Assembly was using the standing orders from the National Assembly which guided the code of Conducts for Members and procedure for carrying out of business in the House.
The Assembly took it precious time to develop it own Standing Orders that have been customized to suite the conditions and the environment of the County and its needs.
The new standing orders have improved the procedures and conduct of County Assembly Members and effectively implementing it core functions as provided for in the constitution thereby effectively serving the people of Busia County.
